Registering for Meaningful Use

For both the Medicare and Medicaid incentive programs, the Eligible Professional (EP) must register with CMS at the following website: https://ehrincentives.cms.gov/hitech/login.action. Login requires the user ID and password that EPs would use to access the National Plan and Provider Enumeration System (NPPES). This is the same ID/password for accessing PECOS. If the EP does not have an active ID/password for NPPES or PECOS, they will need to request one from CMS (Link: https://nppes.cms.hhs.gov/NPPES/Welcome.do). They will need their type 2 NPI, tax identification number (TIN), and address from IRS Form CP-575.

Medicare Program Registration: The EP must have his/her NPI. If the EP is assigning benefits to an employer, he or she would need the TIN and NPI of that entity as well. Below is a link to the registration guide from CMS that reviews in detail the following:

  • EP logs into the registration website.
  • Go to the Registration Tab and select "Register" under Action.
  • Select "Start Registration." (Note: The system will apply a check mark for completed topics. Once all topics are "complete," the user can select "Begin submission.")
  • Answer the questions with a red (*), including the incentive program selected, type of EP, and whether or not they have a certified EHR.
  • Follow the instructions on each page, selecting "Save and Continue" upon completion of each page. After the initial pages are complete, the site will display check marks in 3 areas: EHR Incentive Program, Personal Information, and Business Address and Phone.
  • When this step is complete: select "Begin Submission", review the information, click "Submit", and agree to the terms and conditions.
  • You will receive a confirmation and Registration ID tracking number – KEEP TRACK OF THIS NUMBER (you can print using the print button at the bottom).
  • Attestation for Medicare is not yet fully defined. Based on the timelines, submission for attestation and incentive dollars will begin in April.

Medicaid Program Registration: The EP needs the same information as for Medicare – except the PECOS number is not required. Below is a link to the detailed guide for Medicaid enrollment, as well.

  • EP logs into the registration website.
  • Go to the Registration Tab and select "Register" under Action.
  • Select "Start Registration." (Note: The system will apply a check mark for completed topics. Once all topics are "complete," the user can select "Begin submission.")
  • Answer the questions with a red * including the incentive program selected, type of EP, and whether they have a certified EHR.
  • Follow the instructions on each page, selecting "Save and Continue" upon completion of the web page. Upon completion of the initial pages, the site will display check marks in 3 areas: EHR Incentive Program, Personal Information, and Business Address and Phone.
  • Upon completion, select "Begin Submission", review the information, click "Submit", and agree to the terms and conditions.
  • You will receive a confirmation and Registration ID– KEEP TRACK OF THIS NUMBER (you can print using the print button at the bottom).
  • Because Medicaid is state-run, the EP's state Medicaid Agency will need to collect and verify additional eligibility information, such as patient volume. Each state will have an "eligibility verification tool" and the CMS website provides a link to find the EP's state.
  • Each state will also be required to collect information which supports the unique attestation and additional unique eligibility process for their state. NOT ALL STATES WILL LAUNCH THEIR MEDICAID INCENTIVE PROGRAMS ON 1/3/2011. States that have opened registration on 1/3/2011 include: AK, IA, KY, LA, OK, MI, MS, NC, SC, TN, and TX. States that will launch on 2/2011: CA, MO, and ND. All other states are TBD, with HHS estimating most will launch in spring / summer 2011.
